Tyler's EnerGov™ civic services solution for Riverside and
Los Angeles counties in California, following complex, multi-year
implementations. Both counties are now using EnerGov to manage the
permitting process for a combined 2,600 users within numerous county
departments.
Riverside County is the tenth most populous county in the U.S. Its
Transportation & Land Management Agency (TLMA) serves as the umbrella
agency for the Building & Safety, Code Enforcement, Planning, and
Transportation departments. Together, with the Riverside County Fire
Department, they worked to find an enterprise solution for their land
management needs. Riverside County was faced with legacy systems that
were close to expiring and a myriad of individual manual tracking
systems, so the TLMA set out to find a comprehensive solution,
ultimately selecting Tyler's EnerGov solution to manage permitting and
land management for its large spectrum of users.
Following the conversion of five large and complex legacy databases,
EnerGov now manages 340 business processes and helps the county meet the
increasing permitting and service needs for the more than 2.4 million
people that live in unincorporated Riverside County.

Los Angeles County, the most populous county in the U.S. with more than
10 million people, lies 60 miles west of Riverside County and has
similar permitting needs. The Los Angeles County Department of Regional
Planning completed a study several years ago identifying a range of
operational and system upgrades to improve the effectiveness and
efficiency of the county's land management permitting processes. The
resulting initiative, called EPIC-LA, seeks to improve the county's land
management permitting processes, with an emphasis on improving services
to the public.
The Los Angeles County Department of Regional Planning selected EnerGov
for permitting management, as did LA County's Parks & Recreation and
Public Works departments. Between these, EnerGov has a significant user
base and enables seamless online customer service through a
customer-centric online portal. In addition, the Department of Public
Works uses mobile-enabled apps and electronic plan review to manage
permitting processes entirely online.
