TYLER TECHNOLOGIES UNIT AWARDED SYSTEM CONTRACT WITH CITY OF CHATTANOOGA, TN Company Expands Presence In Municipal Court Marketplace

Dallas, Texas, December 28, 2001 —Tyler Technologies, Inc. (NYSE: TYL) announced today that its INCODE division has been awarded a contract to install its InVision Municipal Court management system at the City of Chattanooga, Tennessee. Chattanooga is located in southeastern Tennessee and has a population of approximately 155,000, making it one of the 130 largest cities in the United States. The contract with the City of Chattanooga will mark INCODE’s first installation of the software in the state of Tennessee.
The InVision Municipal Court product is a comprehensive Windows-based municipal court management system and is installed in more than 175 cities in 14 states. The system is currently installed in cities ranging in population size from less than 5,000 to nearly 200,000. The InVision Municipal Court system is supported on Windows NT, Windows 2000 and Novell networks. In addition to Municipal Court, the InVision suite of applications includes applications for the Finance, Utilities, Code Enforcement and Public Safety areas of city hall.
