TYLER TECHNOLOGIES CONTINUES GEOGRAPHIC EXPANSION IN MIDWEST WITH CONTRACT AWARD FROM CITY OF ROCKFORD, IL
New Contract for Financial Systems and Services in Excess of $1 Million

Dallas, Texas, January 29, 2002 —Tyler Technologies, Inc. (NYSE: TYL) announced today that the City of Rockford, Illinois has signed a contract to replace its financial information system software with a full suite of Tyler’s MUNIS applications. The total estimated value of the contract, which includes software and professional services, is in excess of $1,000,000. Implementation of the new system is expected to be complete in the first quarter of 2003. The City of Rockford represents a significant new customer in a region in which Tyler is rapidly expanding the installed base for its MUNIS product.
Rockford, with a population of 155,000, is the second largest city in Illinois. Located 80 miles northwest of Chicago along the Rock River in Northern Illinois, the City of Rockford has 1,200 employees and a $165 million budget. Under the contract with Tyler, the City will implement MUNIS General Ledger, Budget, Accounts Payable, Requisitions, Purchase Orders, Project Accounting, Fixed Assets, Payroll, Personnel, Applicant Tracking, Accounts Receivable, General Billing, Utility Billing, Parking Tickets, Business Licenses, Work Orders, Permits & Inspections and Report Writer applications. Rockford will also implement MUNIS OnLine, allowing Web access to certain MUNIS data, and Formunis, a laser print management system.
“Rockford’s selection of MUNIS is a strong confirmation of Tyler’s ability to take products established in its traditional markets and expand upon that success in a relatively short period of time within new geographic territories,” commented John Marr, Jr., President of Tyler’s MUNIS division. “In just the past year, MUNIS was selected by eight significant accounts in the Midwest, including the City of Sterling Heights, Michigan and Sauk County, Wisconsin,” added Mr. Marr. “Strong references from existing MUNIS customers played a major role in those awards, along with the company’s progressive technology and ability to demonstrate greater functionality and integration than its competitors. Rockford noted that having another successful MUNIS customer nearby - the City of Beloit, Wisconsin- was a positive factor.”
