TYLER TECHNOLOGIES SIGNS CONTRACT WITH STATE OF MINNESOTA FOR NEW COURTS SYSTEM
Contract for Odyssey Case Management System Valued at $11 Million

Dallas, Texas, July 16, 2002 —Tyler Technologies, Inc. (NYSE: TYL) announced today that the State of Minnesota has signed a contract for statewide implementation of Tyler’s Odyssey Case Management system. The total estimated value of the software and professional services contract through acceptance is approximately $11,000,000. With the signing of this contract, Tyler puts a capstone on the launch of Odyssey, the first completely new, web-based case management system available to the court marketplace.

With a total population approaching 5,000,000, Minnesota’s 87 counties have outgrown their current systems. Because Odyssey is a unified case management system as defined by the National Center for State Courts, every county will consolidate the functions of case processing – imaging, accounting, calendaring, reporting, forms merge and others – for every case type, in a single software package. Odyssey provides the State with a central data repository, making access to critical judicial information much more timely and efficient.
Minnesota’s Odyssey project will begin with implementation of the new system in six counties, including Hennepin, the state’s largest county. A statewide rollout of Odyssey Case Managment by the Court will then follow.
