Partnership Optimizes Services to Citizens by Integrating Analytics With Business Intelligence
CARY, NC (Aug. 14, 2006) – Dare County, NC, a vacationer's haven and home to about 35,000 people, is turning to SAS and Tyler Technologies (NYSE: TYL) for business intelligence to provide advanced insight into the county's operations. This technology will help the county deliver the right services at the right time, using the appropriate resources – to all of its citizens.
Since 1998, the Dare County Finance Department has used Tyler Technologies' MUNIS® software, an ERP solution for financial, payroll and human resources information, to manage its operations. However, the county's diverse geography, including more than 100 miles of awe-inspiring and pristine barrier islands, often makes decision making difficult because the issues span across the region and vary in each community. The county wanted to spend less time gathering and finding data and more time using it to make informed decisions about funding services and programs. To address the county's challenges, Tyler introduced the new partnership between Tyler and SAS for enhanced business intelligence, and the county immediately recognized its value.
For instance, Dare County has one of the largest emergency medical services (EMS) systems in North Carolina, resulting in a vast amount of information on 911 calls and response times. Deciding the location for the next EMS station is no small task because of the unique geography of the county and the goal to ensure that each community receives the same level of service. The Finance Department, which handles billing for EMS services, will soon be able to use the information about the calls and responses to help plan for future EMS stations. "Taking advantage of the joint business intelligence capabilities from Tyler and SAS allows us to leverage information in our EMS and MUNIS systems," said David Clawson, Finance Director of Dare County. "We will be able to forecast service needs for a particular area and potential costs, ultimately empowering us to make strategic decisions that will benefit all county citizens. The ability to do this takes our operations to the next level."
Clawson added that performance management has become increasingly important at all levels of government for demonstrating results and validating expenses. "We monitor all financial areas for the county and must be fiscally responsible to taxpayers. As we move towards performance management, we recognize that it means considering more than just financial information – we must take into account the nonfinancial information as well," Clawson explained.

Although the Finance Department just started using SAS and MUNIS for business intelligence in July, Clawson said his team is already reaping rewards from the easy-to-use technology. One critical area is answering questions from media, local officials and citizens about the impact of cost of living and its effects on the permanent residence location of county employees. With the new capabilities from SAS and Tyler, the department can respond to these questions in about five minutes, whereas it may have taken a few days previously. In the future, the department plans to expand the solution to the entire county government, providing close to 150 employees with access to the Web portal and advanced analytics.
