Expands Florida Presence with Contract Valued at Approximately $5 Million
Dallas, April 9, 2007 -- Tyler Technologies, Inc. (NYSE: TYL) announced today that it has signed a contract with the Orange County, Florida Clerk of Courts to provide Tyler's Odyssey Case Management software. The total estimated value of the contract, including software licenses and professional services, is nearly $5 million.
Tyler's Odyssey system is a new generation Web-based court case management solution for the state and local government market. Tyler will implement the Odyssey Case Management software for Orange County to manage all case types, including civil, criminal, juvenile, probate, family, domestic violence and mental health cases, along with electronic document management for all court documents filed in these cases. The software will also manage judicial assignment and scheduling. Tyler will interface the Odyssey system to various other state and local justice systems as part of the project.
With a population of 1,043,500 residents in 2006, Orange County is the fifth most populous county in Florida and the 35th largest county in the United States. The city of Orlando is the seat of Orange County.
The case management system within the Clerk of Court's office stores, tracks and retrieves information from a multimillion-record database and serves 35 categories of stakeholders with hundreds of subgroups. Among the stakeholders served are the Courts, the criminal justice system at the state and local level, local government entities in and outside the county, hospitals, treatment centers, and members of the Orange County Bar Association.
In 2006, the system processed more than 450,000 new cases, docketed more than 6.5 million in files and managed approximately 47 million file pages.
Tyler's Odyssey system will replace Orange County's outdated software, which has become increasingly difficult to support internally. Built on distributed, stateless N-tier architecture, Odyssey delivers scalability and high-availability.
"Our current Case Maintenance System is foundational to every aspect of the business of the Courts, and is stretched to the limits," said Lydia Gardner, Orange County Clerk of Courts. "While we have been able to stabilize it to ensure reliability in the face of rapidly escalating demand for service, it is not a permanent solution. Tyler Technologies was awarded the bid after an extensive assessment of service needs and a rigorous and vendor-neutral due diligence process.
"Our use of innovative technologies enables the Clerk's office to achieve significant progress toward excellence in all our operations through increased effectiveness and efficiency," added Ms. Gardner. "These investments in infrastructure enable the Clerk's office to serve our customers in a 24/7 environment, keep pace with growth in the county and control operating costs."
Dustin Womble, Executive Vice President of Tyler Technologies, commented, "It is extremely gratifying that Orange County has selected Tyler Technologies for what will be a long-term relationship as its courts technology partner. In fact, this new agreement builds on an existing relationship with the Orange County Clerk of Courts, which currently uses Tyler's MUNIS financial management solution. We are excited to have the opportunity to provide the Clerk of Courts with leading-edge technology tools to manage rapid growth in a very dynamic environment.
"The addition of Orange County as an Odyssey client further strengthens our market leadership position in Florida," continued Mr. Womble. Four of Florida's top ten counties have now selected our Odyssey case management software. And nationally, eight of the 35 largest counties are now Odyssey clients."
