TYLER TECHNOLOGIES SIGNS $1.5 MILLION CONTRACT WITH PARKER COUNTY, TX FOR INTEGRATED JUSTICE AND FINANCIAL SYSTEMS

Dallas, Texas, September 16, 2002 - Tyler Technologies, Inc. (NYSE: TYL) announced today that it has entered into a software and services contract with Parker County, Texas valued at nearly $1.5 million. Under the contract, which is expected to be completed by the second quarter of 2003, Tyler will provide Parker County with Tyler's Integrated Judicial Management System (IJMS), along with its computer-aided dispatch and InVision financial systems. In addition to application and system software, Tyler will provide Parker County with hardware, custom development, training, project management and other professional services. Located just west of Fort Worth in north central Texas, Parker County has a population of nearly 100,000.
Tyler's IJMS automates all elements of the judicial process from arrest through disposition, including sheriff incident and offense reporting, mug shots, jail management, electronic inmate tracking, criminal and civil court case management, court administration, electronic crime disposition reporting, fine and fee collection, jury selection, child support tracking and electronic document imaging. IJMS is the leading countywide justice automation solution in Texas, with installations in nearly 70 counties across the state.
The new system includes many advanced technology features that are important to both county employees and citizens, including Internet-enabled data access and video and digital imaging. Tyler is also installing its innovative BenchView product, a Web-based solution that provides judges with quick and intuitive access to a vast array of courtroom-related information.
Tyler will also install its InVision suite of financial products for use in the Parker County Auditor's and Treasurer's offices. InVision, Tyler's Windows-based suite of applications for mid-sized local governments, is supported on Windows NT, Windows 2000 and Novell networks. The InVision suite purchased by Parker County includes General Ledger, Accounts Payable, Payroll, Personnel and Project Accounting applications.
Parker County selected Tyler's courthouse and financial automation solutions following a thorough evaluation of alternatives in the marketplace. "After careful analysis of the product offerings from the software companies we looked at, it all came down to the fact that Tyler Technologies offered the most value for the dollar," commented Parker County Commissioner Charles Akin. "Tyler's software products best met Parker County's needs - their system just flat does more. It was also important that Tyler Technologies had universal support from each county office that will use the new system, including the sheriff, the auditor and the treasurer," continued Commissioner Akin.
