TYLER TECHNOLOGIES AWARDED CONTRACT WITH CITY AND COUNTY OF DENVER FOR NEW RECORDING SYSTEM

Dallas, Texas, September 23, 2002 -Tyler Technologies, Inc. (NYSE: TYL) announced today that its Eagle Computer Systems (Eagle) division has signed a contract with the City and County of Denver, Colorado to implement new systems in the offices of the Assessor and the Clerk and Recorder. Tyler will provide the City and County with application software and related professional services under the contract, which has a total value of approximately $1,000,000. Project completion is targeted for the second quarter of 2003.
Denver, the capital of Colorado, was incorporated in 1861 and has a consolidated city and county government. Denver is the financial, transportation and distribution center of the Rocky Mountain region and is the 25th largest city in the United States, with a population of 555,000.
Tyler will install its CRIS+plus integrated recording system to automate and integrate the document recording process in the Clerk and Recorder's office and the Assessor's office. CRIS+plus is Tyler Technologies' flagship Windows-based recording system for official government records, including land records, Uniform Commercial Code filings, marriages and vital statistics. The CRIS+plus system includes integrated digital imaging, receipting and workflow applications. The new system will electronically forward deeds transferring title to real property to the Assessor's office, eliminating the duplication of efforts that exists with Denver's current mainframe system, which was created in the early 1980s.
In conjunction with the implementation, Tyler will integrate Denver's new CRIS+plus system with the Oasis property tax system from Tyler's CLT division that is presently in use in the Assessor's office. In addition, the new system will be integrated with Denver's existing geographic information system and the County's CityView public access portal.
To make public access to official documents more convenient for citizens and more cost-effective for the City and County, Denver is also purchasing Tyler's iCRIS and InTouch applications. iCRIS is Tyler's browser-based interface that allows the public to search documents and order copies via the Internet. InTouch provides the public with a simple and convenient way to research and order copies of public records using touch screens in enclosed ATM-style kiosks or at public access workstations.
