TYLER TECHNOLOGIES UNIT SIGNS $3.2 MILLION CONTRACT WITH ALLEGHENY COUNTY, PA
Tyler to Provide Property Tax System for Pennsylvania's Second Largest County |
Dallas, Texas, October 7, 2002 Tyler Technologies, Inc. (NYSE: TYL) announced today that its Cole Layer Trumble (CLT) division has entered into a $3.2 million software systems and services contract with Allegheny County, Pennsylvania. Under the contract, CLT will install its Integrated Assessment System (IAS) and Landisc(TM) photo imaging system, as well as an Electronic Data Management System (EDMS), to administer Allegheny County's property assessment functions. The term of the agreement extends through September 2005.
Allegheny County has a population of approximately 1.3 million and includes the city of Pittsburgh. Located in western Pennsylvania, Allegheny County is the second largest county in Pennsylvania and the 28th largest county in the United States. The total assessed value of Allegheny County's real property is over $63 billion.
IAS is comprised of several modules that will provide Allegheny County with the ability to maintain property descriptions, establish values, administer exemptions, calculate taxes, produce tax bills and collect property taxes. Landisc(TM), integrated with IAS, provides the means to display and update property photos. The EDMS will help reduce the extensive handling of paper documents involved in administering property assessments.
Allegheny County's existing assessment system is comprised of several independent systems and separate databases. "We needed to eliminate the 'islands of information' and the continuing task of maintaining synchronization of the several systems," said Dominick Gambino, Manager of the Allegheny County Office of Property Assessments. "CLT has an established track record in serving Pennsylvania counties."
"CLT's proposal offered the County the most cost-effective solution," continued Mr. Gambino. "Their management was very responsive during negotiations and offered the most comprehensive combination of experienced systems and appraisal staff, state-of-the-art computer products and high quality services for the money. Client references and a site visit confirmed our determination that CLT has the expertise and depth of resources necessary to successfully complete Allegheny County's project."
"We are very pleased that Allegheny County chose Tyler Technologies as its partner for this major project," commented Rich Borst, Chief Strategy Officer for Tyler's CLT division. "CLT has a long history of providing appraisal and property tax software and services to Pennsylvania counties. Allegheny County will be the tenth installation of IAS in Pennsylvania. We will be managing the property tax and assessment function for over 1,600,000 parcels in Pennsylvania alone."
Tyler's CLT division is the nation's largest provider of mass appraisal and property tax software and reassessment outsourcing services.
