TYLER TECHNOLOGIES WINS SIX NEW FINANCIAL SYSTEM CONTRACTS IN ILLINOIS
MUNIS Product Line Continues Successful Expansion in Midwest

Dallas, Texas, November 6, 2002 — Tyler Technologies, Inc. (NYSE: TYL) announced today that it has signed contracts to provide its MUNIS financial software to six local governments in Illinois. The total estimated value of the contracts, which includes software and professional services, is nearly $2.5 million. The new customers include Winnebago County and the Villages of Glen Ellyn, Bartlett, Wilmette, Glenview and Carpentersville.
Located in north central Illinois, Winnebago County has a population of 255,000. The county seat is Rockford, the second largest city in Illinois, which also signed a contract with Tyler earlier this year to install MUNIS software. The Villages of Glen Ellyn, Bartlett, Wilmette, Glenview and Carpentersville are all located in the suburban Chicago area and have populations ranging from 27,000 to 38,000. Tyler’s MUNIS suite of software applications includes General Ledger, Budget, Accounts Payable, Requisitions, Purchase Orders, Project Accounting, Fixed Assets, Payroll, Human Resources, Accounts Receivable, General Billing, Utility Billing, Parking Tickets, Business Licenses, Animal Licenses, Work Orders, Permits & Code Enforcement and Report Writer applications. Each of these new customers will also implement MUNIS Office, which provides integration to Microsoft Officeä. Winnebago County is also purchasing MUNIS OnLine, allowing Web access to certain data.
