Dallas, November 19, 2003 -- Tyler Technologies, Inc. (NYSE: TYL) announced today that its Cole Layer Trumble division has signed a contract with Orleans Parish, Louisiana, to provide its iasWorld software solution for the parish assessment office’s real and personal property tax administration. The contract is valued at nearly $1 million.
The iasWorld software from Tyler will replace the parish’s current in-house property administration system and will allow the parish to completely modernize the property tax administration process. The installation will include iasWorld modules for computer-assisted mass appraisal (CAMA), assessment administration, personal property, and inquiry and appeals management. In addition, the software includes integrated Web-based tools for analysis, maintenance, workflow management and public response.
The new system will be implemented in 2004, with a support agreement continuing through December 2005. Orleans Parish encompasses 181 square miles and contains 185,000 parcels of real property. The parish, which includes the city of New Orleans, has nearly half a million residents.
Erroll G. Williams, Assessor for the Third Municipal District, issued a statement from the Orleans Parish Board of Assessors (OBPA). “After reviewing a number of excellent CAMA and assessment administration software packages, the Orleans Parish Board of Assessors selected Cole Layer Trumble because their system offered the most flexibility to manage our Parish’s unique assessment needs in replacing a 26-year old first generation assessment system.”
The OPBA statement continued, “While other vendors’ software systems offered close similarities in CAMA systems, Cole Layer Trumble’s additional Project Management feature was deemed by the Orleans Parish Board of Assessors most suitable for managing the assessment practices in Orleans Parish.”
Tyler’s iasWorld product combines the robust Integrated Assessment System (IAS) database engine with a state-of-the-art “steering wheel” of modules based on the latest Internet, spatial, workflow and collaborative technologies. Web-based technologies allow the assessment office staff to improve the quality of service to the public while reducing operating costs through greater efficiency and greater capabilities for connecting with other government databases.
Orleans Parish joins other recent Tyler iasWorld clients in Fulton County (Atlanta), Georgia; Montgomery (Dayton), Summit (Akron), and Richland counties in Ohio; and Nassau County (Long Island), New York. Tyler Technologies currently provides support for over 11 million parcels of property for IAS and iasWorld clients, which handle assessment administration needs for more than 22 million people in 25 states and one Canadian province.
Bruce Nagel, President of Tyler’s Property Appraisal and Tax division, said, “iasWorld and the underlying 4.1 release of our IAS product provide an extremely robust, end-to-end “on Oracle” property tax administration solution for our clients. Our first release of IAS was developed in 1989 and we have worked diligently over the years to enhance the significant investment that local governments have made in the IAS product. Orleans Parish is the first Louisiana jurisdiction to adopt IAS, which further validates our approach to developing flexible software that can easily cross state and international boundaries.”
