FOUR MARYLAND GOVERNMENTS SELECT MUNIS® FINANCIAL SOFTWARE FROM TYLER TECHNOLOGIES

Dallas, March 9, 2004 - Tyler Technologies, Inc. (NYSE: TYL) announced today that four local governments in Maryland have signed contracts to purchase its MUNIS® financial software. Howard and Wicomico Counties, along with the Cities of Salisbury and Bowie, each will replace their existing systems with Tyler's MUNIS® products. In addition to the software, Tyler will provide implementation, training and support services. The total estimated value of the contracts is $1.3 million.
The Cities of Salisbury and Bowie will both implement Tyler's MUNIS® Financials, Human Resources, and Utility Billing product suites, while Salisbury will also add MUNIS® Tax applications. Howard and Wicomico Counties will each implement MUNIS® Tax systems.
"These contracts bring our total number of MUNIS® software customers in Maryland to 14," commented John S. Marr, Jr., Tyler's Chief Operating Officer. "Six of those customers have joined us within the last year. "MUNIS® was able to provide off-the-shelf software specific to Maryland requirements, along with the ability to customize it to our needs."
Howard County is the fifth largest county in Maryland, with a population of more than 247,000. Wicomico County has a population of approximately 85,000 and an annual budget of $99 million. The City of Salisbury is located in Wicomico County and has nearly 24,000 residents. The City of Bowie, with a population of more than 50,000, is located just fifteen miles from Baltimore.
