TYLER TECHNOLOGIES INSTALLING NEW APPRAISAL SOFTWARE IN MISSOURI AND NORTH CAROLINA COUNTIES
Property Appraisal and Tax Division Signs Contracts Totaling More Than $1 Million

Dallas, March 17, 2004 -- Tyler Technologies, Inc. (NYSE: TYL) announced today that its Property Appraisal & Tax Division, Cole Layer Trumble (CLT), has signed new contracts worth more than $1 million to install its iasWorld software in Jasper County, Missouri, and Alamance County, North Carolina.
These contracts illustrate Tyler’s success in continuing to serve existing clients such as Alamance County by building on the robust, “on Oracle” integrated assessment product being used in 25 states, while strategically expanding to new clients such as Jasper County.
iasWorld is the latest release of Tyler’s proprietary property tax system that was first introduced by CLT in 1989 as the Integrated Assessment System (IAS). iasWorld is designed as a modular system, allowing jurisdictions to select modules that meet their immediate requirements while allowing for future expansion as needed.
Alamance County, located between the major metropolitan areas of the Piedmont Triad (Greensboro, High Point and Winston-Salem) and the Triangle (Raleigh, Durham and Chapel Hill), has chosen the iasWorld productivity tools to improve presentation, maintenance and analysis, in addition to the administrative, valuation, and tax modules of the underlying database engine. Alamance County will implement the fundamental assessment administration, computer-assisted mass appraisal (CAMA), personal property tax, and tax billing modules, along with the browser-based features that provide public access to property information and spatially-enabled assessment analysis.
Alamance County Tax Administrator W. Steven Crysel stated, “Alamance County researched new software products for over twelve months. We are extremely pleased with our choice of a company and software. They offered us the fully integrated package we were looking for. The features and functionality of iasWorld will allow us to do exactly what management wants: ‘more with less.’ The CLT/Alamance County partnership has been in existence for some time, with CLT providing appraisal services during our most recent revaluation. We look forward to continuing the partnership as we move forward with this product.”
Jasper County, home of Joplin, Missouri, will implement software modules for CAMA and assessment administration, as well as Tyler’s Landisc™ imaging system to maintain digital photos. With the installation of the these modules of the property tax engine, Jasper County is positioned to add browser-based productivity tools in the future to enable geographic information system integration, public interaction through Web sites, and in-field system access.
According to Jasper County Deputy Assessor Sharon Collier, “The employees of the Jasper County Assessor’s office are very excited to have CLT as our new CAMA software provider. We are a rapidly growing county in southwest Missouri and feel that Tyler has the capabilities to keep up with any future growth.”
Tyler’s CLT Division president Bruce Nagel said, “The continuing popularity of the iasWorld product underscores the validity of the relational database architecture originally designed back in 1989. iasWorld represents the fifth major release of our integrated assessment product, the only end-to-end appraisal, assessment, and property tax administration product on the market that can be configured from jurisdiction to jurisdiction and state to state without having to change the underlying source code or database design. We have also successfully implemented iasWorld in Canada, demonstrating that it can be used outside the United States. While we consider iasWorld to be a viable product for the foreseeable future, the next generation Tyler appraisal and property tax product, Orion, has drawn heavily on our IAS experience so that it too is a configurable, portable, scalable, and affordable product."
Tyler Technologies’ CLT division currently provides support for nearly 11 million parcels of property for iasWorld clients that handle the assessment administration needs for more than 22 million people in 25 states and three Canadian provinces. Since its founding in 1938, CLT has provided services and software to over 1,200 assessing jurisdictions.
