TYLER TECHNOLOGIES SIGNS ODYSSEY COURTS SYSTEM CONTRACT WITH LEHIGH COUNTY, PENNSYLVANIA

Dallas, April 27, 2004 -- Tyler Technologies, Inc. (NYSE: TYL) announced today that Lehigh County, Pennsylvania has signed a contract to implement Tyler’s Odyssey Case Manager system. The total value of the contract, including software and professional services, exceeds $2.7 million. With the signing of this contract, Tyler continues to build on the reputation of Odyssey, the first completely new, Web-based court case management system available to the state and local government marketplace.
Located in eastern Pennsylvania, Lehigh County includes the cities of Allentown and Bethlehem. With a population of more than 300,000, Lehigh County is among the 200 largest counties in the nation. In its search for software to replace its aging in-house courts systems, the County required a courts system that would grow with it and that could facilitate the consolidation of multiple functions and departments. Because Odyssey is a unified case management system as defined by the National Center for State Courts, Lehigh County will consolidate the functions of case processing – imaging, accounting, calendaring, reporting, forms merge, and others – for multiple case types, all in a single software package.
Susan Schellenberg, Lehigh County District Court Administrator, recognized Odyssey’s potential. “We wanted to take a big technology step forward and not be constrained by a system that we would outgrow in five years,” commented Ms. Schellenberg. “In Odyssey we saw a solution that had strong appeal to our users and technical staff.
