Tyler Technologies Unit Awarded $2.2 Million Contract for Property Tax System For Marion County, Indiana |
DALLAS, Feb. 15 -- Tyler Technologies, Inc. (NYSE: TYL) announced today that its Cole Layer Trumble (CLT) unit and Convergent Group Corp. have entered into a $2.2 million contract to bring new state-of-the-art digital services to Marion County, Indiana, which includes the City of Indianapolis. The contract is a major part of a $3.6 million contract that Convergent Group has to modernize Marion County's land records and property tax administration systems. The project is being jointly funded by several key county agencies, including the county auditor, county treasurer, county assessor, county recorder and township assessors.
Under the contract, CLT will replace Marion County's mainframe-based property tax administration system technology with CLT's Integrated Assessment System (IAS). With IAS, all of the County's property tax billing and collection records and supporting data will be available online, allowing the county to provide faster, more efficient service to citizens and businesses. "With the current system, citizens need to visit up to three offices to transact business or get basic property tax information," commented Ruel Williamson, CLT's Chief of Regional Operations. "IAS will make property tax records instantly available." This contract continues to build on a long- standing relationship between Marion County and CLT, which provided Marion County with computer assisted mass appraisal software in 1985.
County officials believe the new project will improve customer service and employee productivity by reducing paper records required for business processes, help the county comply with state mandates on property tax records, improve the generation of tax revenue, ensure citizens a fair, equitable and timely taxation process, increase interest earnings on county funds, reduce costs for records maintenance, and help expedite land development processes.
"Marion County elected officials will continue to embrace the state-of- the-art technology in order to ensure the most efficient, cost-effective government for our citizens," stated Paul Ricketts, Lawrence Township assessor. "This endeavor will enable all facets of local government to be responsive to the taxpayers and citizens in their daily requests for services." According to Joan Romeril, Marion County assessor, "One of the greatest aspects of this project is that it will allow for day-to-day interaction between local governmental agencies to be conducted electronically."
IAS is comprised of several modules that will provide Marion County with the ability to maintain property descriptions, establish values, administer exemptions, calculate taxes, produce tax bills, collect property taxes and make property tax information available to the general public via the Internet. IAS has been written using the Oracle relational database engine and Oracle development tools such as Developer 2000 to create the front-end user interfaces. IAS is the only "all Oracle" mass appraisal and property tax administration software commercially available to local assessing and taxing jurisdictions.
