Tyler Technologies Unit Completes Installations of Assessment Software In Florida |
DALLAS, June 28 -- Tyler Technologies, Inc. (NYSE: TYL) announced today that its Cole Layer Trumble (CLT) division has successfully completed the installation of its Integrated Assessment System (IAS) software in five sites in Florida. In executing these projects, CLT also provided extensive professional services, including initial project planning, software installation, file conversions, interfaces and integration with clients' existing systems, and training and support during the transition phase to the new software. IAS is now installed for the Property Appraiser offices in Manatee, Polk, Palm Beach and Leon Counties. IAS is also installed for the State of Florida's Department of Revenue to be a repository for data extracts from each of the 67 Florida Property Appraiser offices, storing data for over 20 million parcels of property
IAS is an "end-to-end," modularized property tax administration system, specifically designed to be installed in any assessing/taxing jurisdiction in the United States and Canada, without changing source code. IAS was written using the Oracle relational database and the Oracle suite of development tools. Now in its fourth major release, IAS modules provide for Computer Assisted Mass Appraisal (CAMA), Assessment Administration (AA), Personal Property, Manufactured Homes, Hearing/Appeals Tracking, Tax Extension and Tax Billing and Collection.
In Manatee County, CLT provided its Computer Assisted Mass Appraisal, Assessment Administration, Personal Property, Tax Extension, and Manufactured Homes modules tailored to State of Florida requirements. IAS is integrated with the County's Land Records and Geographic Information systems. According to Dale Friedley, Manatee County Director of LIS/GIS, "As part of the installation of IAS, CLT spent substantial time on-site during our first-year tax roll production, resolving a wide variety of problems in a very short period of time. CLT also developed a digital signature capture feature that has been incorporated into the work flow process to enable property owners to electronically file exemption applications and personal property rendition forms.
Located on the Atlantic Ocean, Palm Beach County has a population of over 1,060,000 and includes the Cities of West Palm Beach, Boca Raton and Delray Beach, and the Town of Palm Beach. Palm Beach County utilizes IAS modules for CAMA, AA, Personal Property, and Tax Extension. Palm Beach County also has one of the largest concentrations of condominium properties in the United States. With appraisal input from the County, CLT built a condominium valuation model that reflects the characteristics needed to accurately appraise this unique property type to meet Palm Beach County's needs.
CLT provided the Polk County Property Appraiser's Office with IAS CAMA, AA, Personal Property, Tax Extension and Manufactured Homes, as well as on- site appraisal consulting services. CLT was also responsible for the installation of an Internet/intranet component to distribute IAS products online. Marsha Faux, Polk County Property Appraiser, said, "CLT's Integrated Assessment System is user-friendly. IAS provides modules for appraising all types of properties. The system's report writing capabilities are terrific for assisting in mass appraisal analysis." Polk County, the eighth largest county in Florida, is located in the center of the Florida peninsula and includes the City of Lakeland.
Leon County includes Florida's state capital, Tallahassee, where CLT has installed Visual Landisc to manage and maintain the County's digital image database in conjunction with the IAS CAMA, AA, Personal Property, Tax Extension and Manufactured Homes modules.
The Florida Department of Revenue (DOR) contracted with CLT to provide an IAS database structure to be a repository for stored data extracts from all Florida counties. The DOR's goal was to provide a solution to better enable Florida property appraisers to produce the best tax assessment and property valuations possible. Phase one of this project is complete, and CLT is now implementing phase two, which focuses on customizing screens for data loads and sales sampling. The DOR has loaded into IAS 35 million records covering parcel data from across the state and an additional two million records of information about properties that have recent sales data.
Sharon Barhorst, CLT's Senior Vice President and Operations Manager for the Southeastern United States said, "When we set up our regional office in 1997, we had no Florida clients, but we believed Florida could be a great market for our IAS product. We had been developing IAS to be a portable, end-to-end property tax administration product that could be installed in any jurisdiction with little or no change to the source code. The fact that IAS was a total 'On Oracle' solution gave us the flexibility to run on literally any computer platform. The IAS 4.0 release lets us tailor the application using rules and parameters that are not hard coded, but are stored as information which can be readily changed from site to site without disturbing the underlying program source code.
In addition to the Florida installations, IAS has been purchased by 70 jurisdictions in 24 states and one Canadian province with a total population of approximately 17 million, covering nearly eight million parcels, and one million personal property accounts.
