Tyler Technologies Unit Awarded $34 Million Contract With Nassau County, NY |
DALLAS, Aug. 18 /PRNewswire/ -- Dallas-based Tyler Technologies, Inc. (NYSE: TYL) announced today that the Nassau County, New York Board of Assessors has awarded its Cole Layer Trumble (CLT) division a $34 million contract to reassess all residential and commercial properties in the County. CLT will also provide assessment administration software and training, including its new Internet access product, to help Nassau County maintain tax equity and manage the property tax process more efficiently. The award is subject to the approval of the Nassau County Legislature and to execution of a binding contract. Nassau County, which encompasses Long Island, has over 415,000 parcels of property and is the largest assessing jurisdiction in the state of New York other than New York City. Work under the contract is expected to be completed by the end of 2002.
"Reassessment will give fiscal stability to Nassau County by putting in place a modern assessment system that takes into account changes in property values," said Charles O'Shea, Nassau County Assessor, who led the efforts to update and modernize the existing assessment procedures through the revaluation of properties and the implementation of new technology.

In addition to contracting for CLT's mass appraisal services, the County is also purchasing CLT's Integrated Assessment System (IAS) to maintain the property descriptions and values that will be created as part of the reassessment. The County is also purchasing the Assessment Administration, Hearing Tracking and Digital Property Imaging modules to replace their old software that did not support modern relational database data storage or provide the integration and web-enablement of property tax administration functions provided by IAS.
As part of the IAS implementation in Nassau County, CLT will install its web-enabled Community Access Response Environment (CARE) and the Spatially Enabled Access Module (SEAM). CARE and SEAM provide for Internet and intranet access to assessment and tax data by both the general public and other County offices that need to review assessment and tax records, with the ability to display information on digitally displayed ownership maps. Property owners will be able to find their property on the tax map and review the parcel's description, valuation information and tax payment information via the Internet. CLT is also providing its Landisc visual image collection and maintenance software to store and retrieve digital images of each property, which will also be accessible to the public via the Internet. CLT will be gathering digital images of all improved parcels as part of the site visits it will be doing in connection with the reassessment project.
IAS has been written using the Oracle relational database engine and Oracle development tools such as Developer 2000 to create the front-end user interfaces. IAS is the only "all Oracle" mass appraisal and property tax administration software commercially available to local assessing and taxing jurisdictions.
