Tyler Technologies Awarded New Contract With Kauai County, Hawaii; - New Software & Services Contract Brings Total Hawaii Awards to $8.3 Million |
DALLAS, July 17 /PRNewswire/ -- Dallas-based Tyler Technologies, Inc. (NYSE: TYL) announced today that it has entered into a $1.6 million software and services contract with the County of Kauai, Hawaii. The two-year contract provides for the installation of Tyler's Integrated Assessment System (IAS) to administer Kauai County's property tax functions. This contract, together with contracts signed earlier this year with the other three Hawaiian counties, brings Tyler's statewide IAS contract awards this year to over $8.3 million.
IAS is comprised of several modules that will provide Kauai County with the ability to maintain property descriptions, establish values, administer exemptions, calculate taxes, produce tax bills, collect property taxes and make property tax information available to the general public via the Internet.
"The Kauai County Assessor's Office has been using our Mass Appraisal System (MAS) software since 1986 to manage the appraisal and assessment functions," said John Baker, Senior Vice President for Technical Sales of Tyler's Cole Layer Trumble (CLT) division. "After an exhaustive search for new software that was conducted in conjunction with the City / County of Honolulu and the Counties of Hawaii and Maui, Kauai County selected CLT to provide cutting-edge Internet-enabled software and services for the Tax Collector and to replace the MAS software in the Assessor's office." Kauai, the northernmost of the four counties that comprise the State of Hawaii, is best known as a vacation destination.

As part of the IAS implementation in Kauai, Tyler will install its web-enabled Community Access Response Environment (CARE) and the Spatially Enabled Access Module (SEAM). CARE and SEAM provide for Internet access to assessment and tax data, with the ability to display information on digitally displayed ownership maps. Property owners will be able to find their property on the tax map and review the parcel's description, valuation information and tax payment information via the Internet. Kauai also purchased Tyler's Landisc product to store and retrieve digital images of each property, which will also be accessible to the public via the Internet.
IAS has been written using the Oracle relational database engine and Oracle development tools such as Developer 2000 to create the front-end user interfaces. IAS is the only "all Oracle" mass appraisal and property tax administration software commercially available to local assessing and taxing jurisdictions.
